POSITION SUMMARY
Are you interested in a career in national security – defending the nation’s most critical infrastructures, networks, and applications? Would you like to gain meaningful work experience while still in school? The DIA is seeking highly motivated high school seniors and college freshmen and sophomores with demonstrated capabilities to develop skills critical to the mission of DIA during the Summer of 2024. Applicants selected for the STOKES program will receive a salary and tuition assistance in order to pursue an undergraduate degree. Upon successful completion of the STOKES assignment, participants are guaranteed permanent placement with DIA.
Applicants must be willing to travel and work in the National Capital Region.
Students pursuing Intelligence Studies, International Studies, Security Studies, Cyber Security, Cultural Studies with a Study abroad Component, Political Science, and Foreign Language related degrees are strongly encouraged to apply.
Students that are proficient (native or near native) in Chinese, Russian, Persian-Farsi, and Korean are also strongly encouraged to apply.
Applicants selected for the 2024 STOKES program will be appointed to a Student Trainee (GG-0099/03-05) position within DIA’s Analysis (ACF) Career Field. Student Trainee assignments compliment academic studies by providing real-world applications of concepts taught in the classroom.
Officers in the Analysis Career Field serve at the heart of DIA’s global mission. ACF officers provide cutting-edge analysis from locations around the world on foreign military capabilities and defense issues in support of our nation’s warfighters, policy makers, and defense planners. Through written products, in-person briefings, and multimedia presentations, their work informs tactical decisions of policy, defense strategy, weapons development and acquisition, and military planning. ACF officers come from diverse backgrounds and can look forward to careers of rewarding training, advanced education opportunities, and challenging assignments with DIA and the Intelligence Community.

The Analysis Career Field is interested in candidates with the following degree(s): Foreign Policy, International Relations, Political Science, Foreign Area Studies (particularly East Asian/Chinese Studies or Eastern European/Russian Studies), Economics, Engineering (General, Aerospace, Chemical, Computer, Electronics, Mechanical, and Nuclear), Mathematics and Statistics, Data Analytics, Computer Science, Biological Sciences, Physics, Chemistry, General Physical Sciences, Supply Chain Risk Management or a related major.

The ACF has officers at all of the locations listed in the “Location” section of this vacancy announcement; however, STEM positions are primarily located in Huntsville, AL; Charlottesville, VA; Reston, VA; Washington, DC; and Frederick, MD.
STOKES program participants attend classes full-time during the academic school year and report to
DIA for 12-week internship periods during summer breaks. STOKES program participants receive:
• Tuition and mandatory fees (up to $18,000 per year) toward a four-year degree program at an accredited college or university selected by the participant.
• Reimbursement of textbooks and school supplies.
• Annual salary, paid bi-weekly
• Full benefits, to include: Federal Employee Health Benefits (FEHB), Federal Employee Group
Life Insurance (FEGLI), and Thrift Savings Plan (TSP)
• Permanent employment upon graduation from the undergraduate degree program
STOKES Program Participant Requirements:
-Satisfactory completion of the following conditions of employment, to include, but not limited to special background investigation, counterintelligence (CI) scope polygraph examination, psychological exam, and drug screening test
-Program participants are required to maintain full-time enrollment status during the academic school year and maintain, at a minimum, a 3.00 GPA on a 4.00 scale
-Applicants selected for the STOKES program are required to enter into an agreement with DIA that delineates the following obligations:
Continue in the service of DIA for the period of the assignment and to complete the educational course of training for which the program participant is assigned.
-Continue in the service of DIA following the completion of the assignment for a period of one-and-a-half years for each year of the assignment or part thereof.
-Reimburse the United States for the total cost of education (excluding the program participant’s pay and allowances) provided to the program participant if, prior to the program participant’s completing the educational course of training for which the program participant is assigned, the assignment or program participant’s employment with DIA is terminated –
• By DIA due to misconduct by the program participant
• By the program participant voluntarily; or
• By DIA for failure of the program participant to maintain such level of academic standing in the educational course of training as specified in the agreement.
Reimburse the United States if, after completing the educational course of training for which the program participant is assigned, the program participant’s employment with DIA is terminated either by DIA due to misconduct by the program participant or by the program participant voluntarily, prior to the program participant’s completion of the service obligation, in an amount that bears the same ratio to the total cost of the education (excluding the program participant’s pay and allowances) provided to the program participant as the unserved portion of the service obligation.

WHO CAN APPLY

Defense Intelligence Agency (DIA) employees on a temporary/term appointment, military, and contractor personnel are eligible to apply if qualified for the positions. This announcement is for external applicants (non-DIA employees) only.

CURRENT FEDERAL EMPLOYEES
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) who are current Federal employees will be appointed to the new position at the grade in which they qualify for. Those at a higher grade than the advertised position, will be asked to accept a voluntary change to the lower grade if selected. All current and prior Federal employees must also submit a copy of their SF-50, Notification of Personnel Action that documents their appointment to or promotion to the highest grade held. Consideration for future advancement opportunities will be through DIA’s established promotion processes, according to established timeframes, advancement criteria and compensation parameters.
