2019 Use or Lose

Don’t Lose Any Leave

Now is the time to start planning to use any annual or personal leave you may be in jeopardy of losing. Faculty and staff employees eligible to earn leave may carry over a maximum of 50 days or 400 hours of annual leave into the calendar year. This maximum will be prorated for part-time employees working 50% or more. Additionally, employees are granted three personal days each calendar year. These personal days cannot be carried forward into the next calendar year. Therefore, any annual leave exceeding 400 hours and/or any unused personal days will be forfeited on January 4, 2020.

For contractual employees, the three personal days are available to use during the contract period and will not be carried forward to the next contract. As always, advance departmental approval to use this leave must be obtained.

Should you have any questions or concerns, please contact Nitshu Joshi at 301-738-6114.

Additional COLA and One-Time Bonus

Additional COLA and One-Time Bonus

Great News! Governor Hogan had previously approved a 2% cost-of-living adjustment (COLA) for State employees, effective January 1, 2019.  At that time it was also announced that should the state’s FY 2018 general fund revenues exceed forecasted levels by at least $75 million, employees would receive an additional 0.5% COLA and a one-time $500 bonus, both effective April 1, 2019.

Department of Budget Management has announced that Maryland had a strong FY 2018 fiscal year and that State employees will receive the previously announced additional COLA incentives: a .5% across the board pay increase and a $500 bonus, both effective as of April 1, 2019.

Please stay tuned for more information regarding the distribution of both the COLA and the additional one-time bonus for 2019.

Tax Reform

Due to the 2017 Tax Reform Legislation, you will see some changes on your paycheck effective 01/26/2018.  These changes are because the IRS has adjusted the federal tax tables.  Consequently, your federal tax deduction may change depending upon your tax bracket and status, i.e., single, married, and married, but withholding at the single rate.

Based on this information, should you decide to make changes to your current federal tax deductions, please complete the attached 2017  W-4, Employee Withholding Allowance Certificate form and submit to the Office of Human Resources. Since the 2018 W-4, Employee Withholding Allowance Certificate has not been released yet, until further notice, you may use the attached 2017 W-4, Employee Withholding Allowance Certificate to change your federal tax deductions.
