Maryland Police Officer and Probation Agent Scholarship Program Applications Open


Current police officers or probation agents or individuals planning to become a police officer or probation agent after graduation are encouraged to apply for the Maryland Police Officers and Probation Agent Scholarship.

Who may apply?

Students who are current police officers or probation agents or individuals planning to become a police officer or probation agent after graduation who are:

  • Accepted for admission or currently enrolled in an undergraduate or graduate program at a Maryland public senior institution
  • A Maryland resident or graduated from a Maryland high school
  • Enrolled full-time or part-time pursuing a course of study or program that would further the recipient’s career in law enforcement. 

How do I apply?

Individuals applying for the Maryland Police Officers and Probation Agent Scholarship must submit the online application through the Maryland College Aid Processing System (MDCAPS) using the MHEC One App.  

Important Deadline

  • The application for the 2025-2026 academic year will close April 1, 2026.

Service Obligation Requirement

An applicant awarded the Maryland Police Officers and Probation Agent Scholarship must sign and return a promissory note and service obligation agreement agreeing to begin fulfillment of the service obligation as follows:  

Award 

An annual scholarship award shall be 50% of the equivalent annual tuition and mandatory fees of a resident undergraduate student at the eligible institution.

Joining the Secret Service as a Special Agent will allow you to perform critical protective and investigative assignments. The Special Agent position starts at a base salary of $48,371.00 (GL-07, step 1), with promotion potential to $117,034.00 (GS-13, step 10).

This position is covered by Law Enforcement Availability Pay (LEAP) which is an additional compensation of 25% of the basic pay rate.

Duties

During the course of their careers, Special Agents carry out assignments in both investigations and protection and may be assigned to multiple duty stations throughout the U.S. and abroad. Duties include:

  • Conducting criminal investigations pertaining to financial obligations of the United States.
  • Providing protection for various protectees.
  • Planning and implementing security designs for National Special Security Events.

Criminal Justice Research Intern | Cato Institute

Criminal Justice Research Intern

You will help our criminal justice team roll back unconstitutional overcriminalization, restore accountability for police and prosecutors who violate people’s rights, and challenge the scourge of plea-driven mass adjudication. As an intern in Cato’s Project on Criminal Justice, you will work with leading scholars and activists on researching legal briefs, responding to the many injustices perpetrated by the criminal justice system, and supporting legislative outreach efforts. Finalists for this department will be asked to provide a supplementary resume.

Workload

  • Conduct literature reviews
  • Frequent fact-finding missions to support scholars’ op-eds, studies, and blog posts
  • Attend and report on Hill briefings and other relevant panels and conferences

Qualifications

  • Strong research and writing skills
  • Demonstrated interest in criminal justice
  • Legal research experience is a plus

All Cato interns attend the same intensive seminar series, which covers a broad range of history, philosophy, policy, and professional development topics. Interns also aid with events and occasionally help Cato staff with other day-to-day needs. 

Interns receive competitive compensation. Part-time positions are adjusted accordingly and carry a minimum of 25 hrs./wk. Program participants must be available in person in Washington, D.C.

About the Job:

The Protective Order Advocacy and Representation Project (POARP) represents survivors of domestic violence in peace and protective order proceedings in Baltimore and Carroll County District and Circuit Courts. The Baltimore County Legal Advocate, in coordination with the Carroll County Legal Advocate, supports POARP attorneys handling these cases in both Baltimore and Carroll Counties. The Baltimore County Legal Advocate staffs the office in the Baltimore County Circuit Courthouse and has extensive in-person, Zoom, and phone contact with survivors of domestic violence seeking assistance in obtaining a protective order.

The Women’s Law Center of Maryland (WLC) is a dynamic nonprofit law firm whose mission is to ensure the physical safety, economic security, and bodily autonomy of women in Maryland. Established in 1971, the WLC has a rich history of advocating for gender equality, women’s rights, and social justice. We provide legal services, education, and advocacy to empower women and families to navigate the legal system effectively.

Key Responsibilities:

  • Act as first contact for callers seeking information about and representation in domestic violence peace and protective orders.
  • Assist petitioners with completing Petitions for Protective Orders, Petitions to Extend/Modify Protective Orders, and Petitions for Peace Orders as appropriate.
  • Staff our courthouse office to assist walk-in clients with domestic-violence-related issues.
  • Provide information to survivors of domestic violence about legal remedies and resources.
  • Provide safety planning and other assistance to survivors, including relevant referrals.
  • Assist attorneys with duties related to representing clients in court hearings. Duties include:
    • Conducting in-depth client intake interviews;
    • Maintaining contact with clients and serving as primary contact with client for non-legal issues;
    • Collecting evidence and other documentation from clients;
    • Obtaining relevant reports and documentation from related agencies;
    • Coordinating trial calendar, scheduling interviews, and performing other administrative duties as necessary;
    • Conducting follow-up interviews with clients;
    • Maintaining project and client files utilizing our case management system, Legal Server;
    • Assisting with grant and data reporting.
  • Develop and maintain strong working relationships with courthouse personnel and service providers of all types within the community.
  • Advocate on behalf of clients with representatives of the criminal justice system and accompany clients to criminal proceedings when requested.

Case Administrators perform various functions and are responsible for maintaining and processing case information and managing the progression of cases from opening to final disposition, in accordance with approved internal controls, procedures, and rules for the court’s Office of Operations.

Duties

  • Make summary entries on all documents and proceedings. Assign case numbers. Receive and docket terminating documents. Perform quality control on attorney-docketed entries. Accept, review and process documents. Prepare deficiency worksheet/notice. Review filed documents to determine conformity and take appropriate action and follow up with rules, practices, and filing requirements. Prepare correspondence regarding file inquires, docket sheets, and other file request information.
  • Review new appeals for jurisdiction and initial docketing issues. Set schedules for briefing and record preparation. Refer cases to panels of judges or court attorneys for action. Rule on motions as permitted by local rules.
  • Check for prior or prohibited filing. Verify attorney’s authority to practice. Monitor for release of exhibits and sealed documents.
  • Inform customers of required fees. Receive payments and issue receipts. Secure funds in cash register. Balance cash drawer at the end of the day. Process credit card payments for filed documents.
  • Create and process new case files. Open cases in case management system. Docket initial opening events. Sort, classify, and file case records. Maintain integrity of the filing system by such means as monitoring proper access to records and maintaining timely and accurate filing of documents. Retrieve files and make copies of records for court personnel, attorneys, and others. Certify court documents and ensure data quality.
  • Prepare, ship, and retrieve records from the appropriate Federal Records Center. Scan, copy, file, pick-up, and sort mail. Process mail. Process e-mail received from electronic filers. Maintain the mail meter and meter log. Receive and stamp incoming documents. Maintain court files.
  • Operate a variety of copying and records equipment. Answer and route incoming calls. Prepare case files for tracking records. Assist the public in use of computerized databases. Provide basic information to public, bar, and the court.

What You’ll Be Doing

Duties

  • Format, type, edit, and finalize reports and correspondence from rough drafts using word processing equipment.
  • Conduct urinalysis and maintain chain of custody of urinalysis testing materials. Maintain paper and computerized records of test results and inform probation officers of test results.
  • Complete various standard forms for submission to the court and legal counsel using information provided by officers, including petitions, orders to the court, and similar documents.
  • Operate the local/state law enforcement information retrieval system and Criminal Justice Information System (CJIS) terminals to obtain criminal history information and route the information to appropriate recipients. Obtain fingerprint and credit checks, verifications of employment and education, and send FBI flash notices.
  • Open, close, and update information into computerized records, including the Probation Automated Case Tracking Systems (PACTS). Research information from case records and enter into system as appropriate. Screen forms completed by officers and officer assistants and request corrections as needed. Retrieve information from databases and generate periodic reports.
  • Participate in problem solving at staff meetings with other support staff, officers, and officer assistants. Make constructive suggestions for improvement in work processes to better achieve goals and objectives. Periodically act as administrative and clerical facilitator to distribute/redistribute work and optimize office support operations, as required.
  • Provide general clerical office support by performing any or all the following tasks: Answer telephones and take messages; copy and distribute documents; send and receive faxes and electronic mail messages; process travel and expense reimbursement documents; receive and distribute mail; attend meetings and take minutes; provide reception assistance; order and store office supplies; assist officers and officer assistants with word processing or other computer matters.
