The Herbstein Award for Fiction Writing

About The Sebastian Herbstein Memorial Scholarship in Fiction Writing
The Sebastian Herbstein Memorial Scholarship in Fiction Writing will be awarded to an undergraduate student engaged in any major or discipline of study at the University of Maryland who shares Sebastian’s passion for fiction writing and excellence in storytelling.

The Award:
Two cash prizes, $1,000 for first prize and $600 for second prize, will be awarded for works of short fiction of 5,000 words or less. At the discretion of the judges, an honorable mention might also be recognized. In accepting the award, the recipients will provide information on how the monetary prize will be used in pursuit of creative writing. The winning pieces will be posted on the Sebastian Herbstein Memorial Award Website, together with a photograph and short bio of the winners. The award winners may list the honor in her or his resumes.

Award Eligibility:
Quality of submission (GPA and major will not be qualifying criteria) and undergraduate enrollment at the University of Maryland. A previous winner of the award is ineligible for future competition. Students MUST be enrolled at UMD to qualify for this award.

Award Application:
Only one entry per applicant will be allowed. The entry should consist of:

  1. Name, UID, mailing address, e-mail address, school and program attending;
  2. A brief written explanation the applicant’s passion for, and experience with, fiction writing, which should include a statement explaining how the applicant might use this award to further his or her writing;
  3. A piece of short fiction writing with a five thousand (5,000) word maximum; Entries should be double-spaced, using Times New Roman, 12 pt, black font. Submissions that do not adhere by these style guidelines will not be considered.
  4. A color, high-resolution (300 dpi or above) digital photograph of the applicant;
  5. Consent to publishing the winning entry, bio and photo on the Jiménez-Porter Writersʼ House and College of Behavioral and Social Sciences websites. Consent is considered to be granted when the application is submitted.

Job Summary

The Office of Police Complaints (OPC) is an independent District of Columbia agency that receives, investigates, and resolves police misconduct complaints filed by the public against the Metropolitan Police Department (MPD) and the D.C. Housing Authority Police Department (DCHAPD) officers. 

This is a developmental level position, responsible for performing the full range of investigative functions on assigned cases or portions of cases, routine in nature, from planning through fact finding to reporting the results of her/his investigations. Assignments typically involve subjects on which information is readily available, cases that involve straightforward issues or persons that are not controversial, and routine exchanges of factual information with other agencies.

Duties and Responsibilities

  • Plans, organizes, and conducts investigations of police misconduct complaints filed by the public, including complaints alleging harassment, the use of unnecessary or excessive force, the use of language or conduct that is insulting, demeaning, or humiliating, discriminatory treatment, failure to identify, failure to intervene, and retaliation. 
  • Plans investigations, determining the methods and procedures necessary to obtain essential information. Obtains necessary background information by reviewing all pertinent documents on file, including complaint forms, MPD records, medical records, photographs, and other materials. Documents all investigative steps and maintains detailed records regarding investigations.
  • Conducts complete and thorough interviews of complainants, witnesses, and officers to obtain factual statements and potential leads to other evidence. Makes incident site visits to locate and interview witnesses, examine the incident scene, take photographs, and/or prepare diagrams. 
  • Prepares detailed written reports summarizing the results of the investigation and analyzing the allegations in a complaint based on the evidence gathered. Maintains complaint files and enters data and investigative materials into the agency’s electronic complaint management system. 
  • Works with investigative supervisors or team leaders to revise and finalize reports, which are used by the agency’s Executive Director and Deputy Director, as well as members of the Police Complaints Board (PCB), which is OPC’s governing body, and complaint examiners.
  • Performs other related duties as assigned.

Qualifications and Education

This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is defined as experience which is directly related to the position which has equipped the individual with the necessary knowledge, skills, and abilities to successfully perform the duties of the position.

Bachelor’s degree in criminal justice, criminology, law enforcement or other closely related field, plus two (2) years of work-related experience is preferred; or an equivalent combination of relevant education, training and experience is preferred.

About the Position:  

This position assists the Office of the Sheriff with managing body worn camera equipment, the assignment of the devices, replacing worn/and or damaged equipment, assists with training the officers who wear them, and assists in the maintenance of body worn camera equipment. This consists of managing all aspects of digital multimedia collected by body worn cameras to include receiving, cataloging, redacting, and maintaining custody of evidentiary audio/video collected and storing in a digital format.

Examples of Work

  • Responds to inquiries from department/agency personnel, courts, outside public safety agencies or the public regarding digital evidence.
  • Reviews digital evidence, records and related documents for redaction and dissemination in compliance with agency policies, procedures, rules and regulations, federal, state, and local statutes, and public records laws.

The Office of the New York State Attorney General’s (OAG) Watertown Regional Office is seeking bright, hard-working, and motivated undergraduate students with a genuine interest in public service for a paid placement during the 2025 Summer Program. 

The selected students will focus on a specific topic of interest to OAG and will manage all aspects of that project. Project assignments will include, but will not be limited to, the following: 

  • Completing legal and policy analysis projects on the selected topics; 
  • Interviewing and networking with a wide range of community members related to the designated topic; 
  • Organizing and presenting community interviews in a digestible format;
  • Performing community outreach and investigating; and
  • Researching, writing, and presenting briefing memo and policy paper. 

Applicants must have excellent attention to detail, as well as excellent writing, communication, and organizational skills. Proficiency with technology is preferred. Strong interpersonal skills and comfort working in groups will be valuable. An interest in social justice is preferred. 

Summer Program Details

  • The format of this placement is hybrid or remote. Please review the following for more information about both format options.
    • Hybrid Placements: Students report to their designated workstation two or three (2-3) days per week. On the days students work remotely, they need a reliable computer, a secure internet connection, a phone, and a sufficiently quiet and private workspace to telework.  
    • Remote Placements: Students telecommute for the duration of their placements. On the days students work remotely, they need a reliable computer, a secure internet connection, a phone, and a sufficiently quiet and private workspace to telework. Please be advised, students hired for remote, paid placements must be available to complete their payroll onboarding paperwork in-person at OAG’s offices in Albany or New York City or at one of the 13 regional office locations
  • To be eligible for a paid summer placement, applicants must be able to demonstrate they are full-time students in good academic standing as defined by their schools. Applications from student who will be starting college/university during the 2025 fall semester will not be considered. 
  • The summer program will run for eight weeks from May 19 – July 11, 2025. Students hired for the program must be available to work full-time (37.5 hours/week) during these dates and for the entire eight (8) weeks of the program.

  • Undergraduate students will be hired as student assistants and paid the hourly rate of $15.91.

The Prince William County Government Internship Program will provide students with exposure to the diverse workforce opportunities available throughout the county government.
